Building Access Policy

Description
The Honeywell Card Access System (EBI) consists of a computer server running the EBI software. This software communicates, via the MSU Moorhead fiber network, to control hardware, which is wired to contact points on the doors of the buildings listed at the end of this document.
Each user of the system is issued a card, which has an embedded circuit. Each card has a specific number associated with the card. Card readers located near the exterior doors read the card number. Each card can be configured to work with specific card readers to grant access. Each card has limited access by default.
Note: A major advantage of the system is that, if a card is lost, the card number is disabled and a new card can be issued without having to re-core the doors requiring that key.
Buildings
* All opening and closing times, by location, are subject to change based on academic need and schedule.
* Authorized Person(s)
Personnel authorized to request permission for access to a particular location will be determined by the Administrative Vice President.
* Application for access requests will be accepted via phone, with the correct verification information or via a web application screen.
* Special events (films, plays etc...) will be handled on an "as needed basis". This scheduling will be done by calling the scheduling office in Maintenance (477-2400).
Who has update capability for building access.
* Administrative Affairs Access Coordinator 1 & Coordinator 2. It is recommended that only full time employees have update privileges.
* Computer Center System Administrator & Backup Administrator
* Any other personnel assigned by the Administrative Vice President
A daily report of all access changes will be available to all of the access control personnel for review.
MSUM Security department will not update Access. The Security department, per their procedure for opening of doors, will handle off-hour requests for access.
When will Alarms occur
Alarms will be generated after doors are locked if an attempt is made to open them without an access card. During general open times alarms may be generated for secured areas (i.e., Roof access, tunnel access).
What to do when Alarms occur
Security will respond to each alert.
* The dispatcher will be able to review the last access to the alert location and may provide that information to the individual responding to the alert.
* The individual responding to the alert will check for any problems with the alert location, they will reset the location if possible. If there is a problem with getting the location reset, maintenance personnel should be notified immediately and they should respond appropriately. A repair work order should be generated for tracking purposes.
Cardholder responsibility
An individual with building access is responsible, to the best of their ability, to allow only authorized access to facilities.
Access, via the Access Card System, to secured doors is recorded. This information will be kept for up to 30 days. This information may be used to investigate security situations.
Signage for doors
Doors may have signage indicating times when the Card Access system is active.
Violations may include
Tampering with door access hardware/software may result in access revocation, corrective action up to and including dismissal, and/or civil or criminal prosecution under applicable law. Recourse under this Policy is available under the appropriate section of the employee's personnel policy or contract, or by pursuing applicable legal procedure. Student situations may be handled via the student conduct committee and/or civil or criminal prosecution.
